KFF Presents Its Football Development Strategy to 2030

An official presentation of Kazakhstan Football Federation’s comprehensive development programmes for 2025–2030 was held at the KFF headquarters.

The presentation was led by KFF Technical Director Gennady Skurtul. The meeting brought together heads of the federation’s structural departments, regional representatives and coordinators of football development projects.

During the session, KFF outlined key priorities for the advancement of grassroots football, the renewal of the coach education system, digitalisation initiatives, academy development, youth football, technical policy, and the strengthening of the women’s game. These new programmes are designed to form a coherent foundation for the long-term growth of football in Kazakhstan.

The grassroots strategy sets an ambitious goal: to increase the number of people playing football to 1.5 million by 2030. Its main priorities include expanding football participation among school and university students, developing inclusive football, integrating regional amateur leagues, and establishing unified standards for youth competitions.

A flagship project presented by KFF was theKFF Digital Football Hub. The platform will feature digital identification for players and coaches, a unified registry of clubs and academies, a comprehensive match-protocol statistics database, an automated registration system for youth football, as well as a mobile app and analytical tools. Implementation is scheduled to start in 2025 and be completed by 2030.

The updated coach education model was another central component of the presentation. It includes expanded training programmes for the UEFA C and B Youth licences, the development of a regional instructor network, access to online learning platforms, and a transparent pathway for professional advancement. This new model is intended to systematically improve the quality of coach education nationwide.

In the area of technical policy, KFF highlighted plans to unify the methodological framework for all national and youth teams. Еhis will establish a unified development pathway — from U-15 teams through to the senior national squad — grounded in a shared technical philosophy. Updated methodological tools will enhance scouting standards, analytical processes and training methodologies.

Women’s football has been designated as a separate strategic priority. A complete development structure will be introduced for the U-15, U-17, U-19 and senior national teams. Regions will see expanded infrastructure for girls’ football, along with strengthened coach-education and specialist-training programmes.

Closing the meeting, Gennady Skurtul noted that the initiatives presented mark a new chapter for football in Kazakhstan. He stressed that the main objective is to modernise football infrastructure, education systems, digital capabilities and human resources in line with modern standards.

KFF will continue to work closely with all departments and regional federations to ensure effective implementation of the strategy.
